Repetitious litigation causes agencies to become ineffective and their budgets overwhelmed. This book explores the rise of this litigation, uses the Endangered Species Act to illustrate its current extent, highlights cooperative conservation efforts as one emerging solution, and proposes reforms to the Equal Access to Justice Act as a partial legislative solution.
